Phase 1 Details
UFAs and RFAs may negotiate with any team but can only sign with existing (non-expansion) teams. Existing teams can protect 3 players, either under contract or by re-signing a free agent. Max 1 free agent loss to another existing team. RFA qualifying offers must be at least 3% above previous salary.

Exclusive Negotiation Target List
The 20-player list expansion teams submit. They can only sign or select players from this list.
EFO
Expansion Franchise Offer
One per expansion team. Player must accept and chooses the contract length (1 to 4 years). Fully guaranteed.
FPO
Foundational Player Offer
Expansion teams can make multiple FPOs. Player may decline, but must sign with some team by end of Phase 3.
UFA
Unrestricted Free Agent
Player whose contract has expired and is free to sign with any team.
RFA
Restricted Free Agent
Player whose contract has expired but whose team can retain her rights by submitting a qualifying offer.
